Can't Defrag Hard Drive

Oddly enough, I can't seem to defrag my primary hard drive (the one with most
of the files). After getting through 8-10% of the process, the defrag
program issues an error indicating that it can't access that part of the HDD.
It indicates that I need to run a "Thorough" ScanDisk to correct errors. I
do so, it kicks off no errors, and I try to run Defrag again with the same
result.

Any thoughts?

Thanks.

Edit C:\WINDOWS\COMMAND\SCANDISK.INI and modify settings like this:
ScanTimeOut = On
LabelCheck = On
LfnCheck = On
SpaceCheck = On

Restart to MS-DOS mode and write this:
C:
CD C:\WINDOWS\COMMAND
SCANDISK C: /CUSTOM /SURFACE
Let it scan. When it's complete write EXIT to return to windows.
