Do later versions of dll files work perfectly for files
that were designed to use earlier versions, with windows
95 and current dlls in mind.

Sometimes. In theory, newer versions of DLLs should support the same
functions as the previous versions, so old programs can still use them
(although obviously without using the newer functions. In practice it's not
always so simple. In some cases the newer versions have introduced errors,
or they have implemented 'fixes' which broke the older applications (to be
fair, the old applications sometimes used the DLL in non-standard or
unsupported ways). So it's a bit of a lottery.
